为全面落实党中央、国务院决策部署和省、市工作要求，更好地统筹疫情防控和经济社会发展，着力纾解企业困难，促进经济平稳健康发展，结合南山区实际情况，特制定专项扶持措施。

In order to fully implement the decisions and deployments of the CPC Central Committee and the State Council, and to follow the orders from the provincial and municipal governments, to better coordinate the balance between the epidemic prevention and control and economic and social development, and focus on helping enterprises tide over COVID-related difficulties and strive for stable and healthy economic development, Nanshan District Government has formulated the following special support measures in accordance with the actual situations in Nanshan District.

一、减轻企业租金负担

I. Reducing rent burden on enterprises

1. 对承租区政府、区属国企经营场所物业及承租集体股份公司物业的市场主体租金减免，按照市委、市政府有关政策执行。（责任单位：区国资局）

1. Policies from the CPC Shenzhen Municipal Committee and Shenzhen Municipal Government shall prevail regarding rent reduction measures for market players who lease properties from the district government, municipal state-owned enterprises and premises, or collective joint-stock company properties. (Responsible department: State-owned Assets Supervision and Administration Bureau of Nanshan District)

2. 对租赁南山区社会物业的小微企业、个体工商户等实际经营者，按其所在区域分档次予以租金补贴。每家企业的租金补贴不超过1万元；每个个体工商户的租金补贴不超过5000元。（责任单位：各街道办、区财政局）

2. For enterprises such as small and micro businesses and self-employed individuals leasing social properties in Nanshan District, rent subsidies will be given according to the areas in which they are located. The rent subsidy for each enterprise shall not exceed 10,000 yuan. The rent subsidy for each self-employed individual shall not exceed 5,000 yuan. 3. 符合条件的国家高新技术企业、上年度科技型中小企业、规上重点服务业企业、规上工业企业、规下工业样本企业、建筑业企业、文化体育旅游企业，自2022年2月1日至3月31日期间，其租用的社会物业，所在位置被划为南山区封控区、管控区（含参照管控区管理区）的，按50元/平方米•月的标准给予一个月租金补贴，企业实际支付的租金低于补贴标准的，按实际支付的租金给予补贴。对于规上工业企业、规上重点服务业企业，每家企业补贴最高不超过50万元；国家高新技术企业、上年度科技型中小企业、规下工业样本企业、建筑业企业、文化体育旅游业企业，每家企业租金补贴最高不超过20万元。（责任单位：区科技创新局、区工业和信息化局、区住房建设局、区文化广电旅游体育局）

3. If during the period from February 1 to March 31, 2022, qualified national high-tech enterprises, science and technology-based small and medium-sized enterprises of the previous year, key service industry enterprises and industrial enterprises above the designated scale, industrial sample enterprises, construction enterprises, cultural and sports tourism enterprises below the designated scale, were located in Nanshan’s lockdown areas or control areas (including directorial areas), their rented social properties will be subsidized for one month at the rate of 50 yuan per square meter per month. If the actual rent paid by the enterprises is lower than the subsidy standard, they will be subsidized according to the actual rent. For industrial enterprises and key service industry enterprises above the designated scale, the maximum subsidy for each enterprise shall not exceed 500,000 yuan; for national high-tech enterprises, science and technology-based small and medium-sized enterprises of the previous year, industrial sample enterprises, construction enterprises, cultural and sports tourism enterprises below the designated scale, the maximum rent subsidy for each enterprise shall not exceed 200,000 yuan. 4. 鼓励写字楼、商场、商业综合体、专业园区等各类业主与租户共克时艰，协商免租、减租、缓租。对南山区商业综合体、购物中心、大型综合性商业零售企业的经营管理主体符合条件的承租企业减免租金天数在半个月（含）以上的，按照2022年2月1日至3月31日期间减免租金总额的30%给予经营管理主体最高200万元的资金支持。（责任单位：区工业和信息化局）

4. Landlords and tenants of different types of office buildings, shopping malls, commercial complexes, and professional parks are encouraged to overcome the difficulties together and negotiate with them about free rent, rent reduction and rent remission. For commercial complexes, shopping centers, and large comprehensive commercial retail enterprises in Nanshan District, if the operating and management entities of eligible tenant enterprises reduce rent for half a month and longer, the operating and management entities will be given financial support of up to 2 million yuan in accordance with 30% of the total rent reduction for the period from February 1 to March 31, 2022. 二、着力做好援企稳岗

5. 对南山区企业在深圳居住的员工，居住地自2022年2月1日至3月31日期间，因疫情防控被划定为封控区、管控区（含参照管控区管理区）而影响正常工作的，根据企业实际受影响的员工人数给予企业一次性社保补贴。按企业为受影响员工上月实际缴纳社会保险费的30%且每人不超过600元，给予每家企业最高不超过10万元的社保补贴。（责任单位：区人力资源局）

For the employees of enterprises in Nanshan District who live in Shenzhen and whose normal work was affected from February 1 to March 31, 2022, due to the fact that their places of residence were classified as lockdown areas or control areas (including directorial areas), a one-time social security subsidy will be given to these enterprises according to the actual number of their affected employees. The subsidy will be 30% of the actual payment of social insurance premiums for the affected employees but be less than 600 yuan per person, each enterprise will be given up to 100,000 yuan of social security subsidies. 6. 对南山区限上零售、住宿、餐饮业企业，按2021年实现销售额（营业额）分档予以稳企补贴，每家企业最高不超过50万元。（责任单位：区工业和信息化局）

For enterprises in the retail, accommodation and catering industry in Nanshan District, enterprises will be subsidized for stabilizing their businesses according to the sales (turnover) achieved in 2021 and each enterprise will be given up to a maximum of 500,000 yuan per enterprise. 7. 南山区范围内已开工的工程项目，于2022 年3 月 12 日至2022年3月31日期间，因配合疫情防控工作需要被实施封闭式集中管理的，按集中居住在生活区的劳务工人人数，以1000元/人的标准，给予施工总承包单位补贴。（责任单位：区住房建设局）

7. For construction projects that were underway in Nanshan District from March 12 to March 31, 2022, and were ordered to be put under closed-loop management, subsidies will be given to construction general contractors according to the number of the construction workers at the rate of 1,000 yuan per person. 三、加大金融助企纾困

8. 9. 对南山区住宿餐饮、交通运输、文化旅游、零售、体育等行业的重点企业在2022年2月16日至4月30日，通过融资性担保机构担保获得银行贷款的，按实际支付担保费用最高50%给予资助，每家企业不超过20万元。（责任单位：区金融中心）

If the key enterprises in the industries of accommodation and catering, transportation, culture and tourism, retail and sports in Nanshan District obtained bank loans through the guarantee of financial guarantee institutions from February 16 to April 30, 2022, each enterprise will be funded by up to 50% of the actual guarantee fees paid but no more than 200,000 yuan. 10. 区属融资担保公司对符合条件的南山区中小微企业，在2022年2月16日至4月30日期间新增的担保业务给予优惠的担保费率，贷款金额500万（含）以下的费率调整为0.3%/年，担保金额500万以上的费率调整为0.5%/年。（责任单位：南山战新投）

10. District-owned financing guarantee companies will give preferential guarantee rates to eligible small and medium-sized enterprises in Nanshan District if there were any new guarantee businesses between February 16 and April 30, 2022. 四、保障深港跨境物流

11. 降低南山区深港跨境货物作业点陆运成本。对2022年2月1日作为南山区深港跨境货物作业点纳管的南山区企业，给予每家企业5万元的资助。对2022年2月1日至3月31日期间开展深港跨境货物运输的南山区作业点企业，按照作业点实际作业次数，给予每次作业500元的资助。（责任单位：区工业和信息化局）

11. The cost of land transportation for Shenzhen-Hong Kong cross-border cargo operation points in Nanshan District will be reduced. For enterprises in Nanshan District that were regulated as Shenzhen-Hong Kong cross-border cargo operation points in Nanshan District on February 1, 2022, each enterprise will be given a grant of 50,000 yuan. For enterprises in Nanshan District that carried out cross-border cargo transportation between Shenzhen and Hong Kong between February 1 and March 31, 2022, each operation will be given a grant of 500 yuan according to the actual number of operations in the operation point. 12. 鼓励通过水运方式进行深港跨境货物运输。对2022年2月1日至4月30日期间采用水运方式，通过深圳—香港往返航线运输货物的南山区工业、重点服务业、商业”四上”企业，按照每标箱1000元给予资助。（责任单位：区工业和信息化局）

12. Cross-border cargo transportation between Shenzhen and Hong Kong through waterway transport is incentivized. A grant of 1,000 yuan per TEU will be given to Nanshan’s industrial and key service enterprises and qualified commercial companies if they used water transportation to transport goods through the Shenzhen-Hong Kong round-trip route between February 1 and April 30, 2022. 五、科技抗疫成果应用

13. 南山区企业于2022年2月1日至4月30日期间购买区内科技抗疫创新产品应用目录的科技产品，并实际在区内应用的，且实际成交金额不低于20万元的，按实际成交金额最高30%给予资助，每家企业最高不超过50万元。（责任单位：区科技创新局）

14. 支持辖区科技企业围绕疫情产生的新需求自主立项、先行投入，研发测温、消杀、运输、疫情动态监测等人工智能科技抗疫产品，对在2022年2月1日至4月30日期间，将企业自主研发的人工智能科技产品无偿应用于南山区公共场所进行公益性疫情防控工作的，按照不超过其上一年度抗疫相关产品研发投入总额的20%且不超过无偿应用产品的总价值给予资助，每家企业资助最高不超过20万元。（责任单位：区科技创新局）

14. Supporting science and technology enterprises engaged in developing products for temperature measurement, disinfection, transportation, dynamic monitoring of COVID outbreak and other AI-powered anti-epidemic products are also eligible for subsidies. If the enterprise applied their self-developed AI technology products to public areas in Nanshan for free to support anti-pandemic work between February 1 and April 30, 2022, that enterprise will be funded no more than 200,000 yuan and the fund will not exceed 20% of its total investment in R&D of anti-epidemic-related products in the previous year and will not exceed the total value of anti-pandemic products that were serviced for free. 六、支持专精特新企业

15.  获得工信部专精特新”小巨人”企业、广东省”专精特新”企业称号的南山区企业，在2022年2月1日至3月31日期间，其租用的社会物业，所在位置被划为南山区封控区、管控区（含参照管控区管理区）的，按80元/平方米•月的标准，给予一个月的租金补贴。企业实际支付的租金低于补贴标准的，按实际支付的租金给予补贴。每家企业租金补贴最高不超过80万元。（责任单位：区工业和信息化局）

15. From February 1 to March 31, 2022, if enterprises in Nanshan District that are recognized by the Ministry of Industry and Information as “little giants” of the specialized and sophisticated enterprises that produce new and unique products, and provincial-approved specialized and sophisticated enterprises that produce new and unique products are located in Nanshan’s lockdown areas or control areas (including directorial areas), their rented social properties will be subsidized for one month at the rate of 80 yuan per square meter per month. If the actual rent paid by the enterprise is lower than the subsidy standard, the subsidy will be given according to the actual rent paid. 16. 获得工信部专精特新”小巨人”企业、广东省”专精特新”企业称号的南山区企业，申请本措施第5条社保补贴的，补贴标准按企业为受影响员工上月实际缴纳社会保险费的50%且每人不超过1000元，每家企业最高不超过15万元。（责任单位：区人力资源局）

16. 七、加强企业服务保障

18. 通过部门联动、区街联动，聚焦需要重点关注的企业，分层次、广覆盖，协调解决企业遇到的政策、要素保障等方面实际问题，推行免申即享落实惠企政策，实现政策精准直达、快速执行。（牵头单位：区企服中心）

本措施支持对象是指注册地在南山区的企业和个体工商户（含前海深港现代服务业合作区南山行政区范围企业和个体工商户）。

The measures apply only to enterprises and self-employed individuals registered in Nanshan (including those in the administration area of Nanshan in the Shenzhen-Hong Kong Modern Service Industry Cooperation Zone in Qianhai).

本措施中封控区、管控区（含参照管控区管理区）的认定，以深圳市和各区新型冠状病毒感染疫情防控指挥部发布的公告为准。

The definition of lockdown areas and control areas (including directorial areas) in the measure shall be subject to the announcements issued by the city- and district-level COVID-19 prevention and control headquarters.

对于国家、广东省、深圳市出台的相关支持政策，南山区全面贯彻落实。同时符合本措施及深圳市、前海合作区其他相关扶持政策之规定的，采取“择优不重复”的原则，不得重复申请与享受。本措施中优惠政策与南山区产业发展专项资金政策可重复享受，最大限度支持企业。

Nanshan District will fully implement relevant support policies issued by the national, provincial and municipal governments. If the enterprises are eligible to apply for benefits stipulated in the provisions of this measure and other relevant support policies of the Shenzhen and Qianhai Cooperation Zone, they can apply only for the most preferential one. They can enjoy both the preferential policies in the measure and the Nanshan District industrial development special funds policies.

企业在疫情防控期间因违反市、区疫情防控指挥机构，市、区人民政府等有关疫情防控的决定、命令，被行政机关行政处罚的，不得享受本措施扶持。获得本措施资助的企业存在以不正当手段申请、虚报、冒领扶持资金行为的，由相关责任部门依法追究其法律责任。

Enterprises are not eligible for benefits listed in the measure if they violated any decisions, orders from governments of all levels or were punished by administrative organs. Enterprises that have received financial support from this measure but later are found to have been misbehaving in their application for benefits, have falsely reported or fraudulently received support funds, the relevant responsible departments shall hold them accountable according to law.

本措施由区企服中心负责解释。本措施自印发之日起实施，有效期至2022年9月30日。本措施操作规程另行制定，对本措施实施期限及具体申报条件有例外规定的从其规定。

The Nanshan District Enterprise Service Center is responsible for the interpretation of these measures. The measure shall be implemented from the date of issue and shall be valid through September 30, 2022. The measure’s operating procedures will be formulated separately. If there are any exceptions to the implementation period of these measures and the specific qualifications for application, the Nanshan District Enterprise Service Center interpretation shall prevail.
