Abstract of《Outline of the National Economic and Social Development for Nanshan District of Shenzhen Municipality for the 

14th Five-Year Plan (2021-2025) and the Long-Range Objectives through the Year 2035 》

This Outline aims to clarify the government’s work priorities, and allocate public resources reasonably and effectively. It is a construction drawing for promoting the building of a world-class innovative coastal central urban district, a guideline for steering the Nanshan District’s economic and social development, and also the basic reference for formulating and implementing special plans and annual plans.

I. Development Achievements during the 13th Five-Year Plan Period

Nanshan District has topped the ranking of “Top 100 Most Competitive Districts in China” for several consecutive years. In 2020, it realized gross domestic product (GDP) of CNY 650.222 billion, overfulfilling the goal of the 13th Five-Year Plan. By making continuous improvement in its economic structure, Nanshan District increased the ratio of the added value of strategic emerging industries to 52.7% in GDP, with ratio of the added value of the tertiary industry approaching 70%, implying clustered development of modern logistics and professional service industry. Nanshan District’s development quality advanced to a new level.For example, its per capita GDP touched CNY 362,000, on par with the level of the developed countries; taxes within its administrative area totaled CNY 170.9 billion, 2.34 times that in 2015; general public budget revenue totaled CNY 31.66 billion, 2.14 times that in 2015. In terms of energy consumption and water consumption per 10,000-yuan GDP, Nanshan District accomplished both of the two objectives set in the 13th Five-Year Plan.

II. Development Goal

By 2025, building of a world-class innovative coastal central urban district will be basically completed, and functions of the central intellectual district will be fully perfected, implying Nanshan District has basically accomplished socialist modernization, and become the pilot area for Shenzhen’s development into modernized and internationalized innovative city.

By 2030, a world-class innovative coastal central urban district will be built in all aspects, socialist modernization drive will be advanced to a new stage, and Nanshan District will become a completed pilot zone in Shenzhen that leads the sustainable development of global innovative cities. At that time, Nanshan District’s fundamental research and original innovation abilities will be remarkably enhanced, and significant breakthroughs will be made in key and core technologies. Particularly, its modernized economic system will further lead the international community amid the social progress posts noticeable achievements and the people live a better life.

By 2035, Nanshan District will take the lead in accomplishing socialist modernization, and become an exemplary zone typifying Shenzhen’s development into the innovative, entrepreneurial, and creative metropolis with global influence.
