Shenzhen has recently released a plan aimed at building high-quality infrastructure for low-altitude economy, with multiple measures set to directly benefit and involve Nanshan District.
According to the plan, by the end of 2026, new demonstration sites for low-altitude economy applications will be established in several key areas, including Shekou Cruise Home Port, UpperHills, Houhai Center, Donghu Park, Wutong Mountain, Guangming Science City, Baguang area, and Hetao. These sites are intended to accelerate the growth of emerging business formats such as low-altitude cross-border flights, logistics transportation, and urban air mobility.
Furthermore, the plan addresses critical infrastructure upgrades for vertical takeoff and landing (VTOL) aircraft. It includes the relocation of the Nantou Heliport, a key facility in Nanshan, and the operational launch of the Zhangkengjing Heliport in Longhua District. By the end of 2026, Shenzhen aims to comprehensively establish itself as a global hub for the low-altitude economy, functioning as a headquarters and R&D center, a high-end intelligent manufacturing center, a full-scenario demonstration and verification center, and a one-stop solution supply center.
To build a robust operational network, the plan sets a target of establishing over 1,200 low-altitude takeoff and landing points and launching more than 1,000 commercial low-altitude routes for both passenger and cargo flights.
