Nanshan to lead city’s underground revolution with 10 key development areas

The Shenzhen Municipal People's Government has formally approved the Shenzhen Underground Space Resource Utilization Plan (2025-2035), designating Nanshan District as a primary pilot area for implementing the city’s vision of three-dimensional urban development.

The plan, organized and compiled by the Urban Planning and Natural Resources Bureau of Shenzhen Municipality, emphasizes coordinated utilization of underground space for transportation, commerce, cultural facilities, public services, and parking systems, with Nanshan identified as a critical hub due to its high-density urban development and strategic economic significance.

The plan identifies 48 priority development areas across the city, with 10 concentrated in Nanshan. These include strategic sites including the Houhai Central Area, Shenzhen Bay Super Headquarters Base Area, Xili Center-Liuxiangdong Area, Hi-Tech Park South Area, Xili Station Hub Surrounding Area, Nanyou Area, Sea World Area, Daxin Area, Guiwan Area, and Qianwan-Mawan Area.

By prioritizing these areas, the city seeks to create a networked, multi-functional underground system that complements above-ground infrastructure.

A key focus is underground transportation integration. Metro stations and lines will be expanded vertically, connecting to commercial, residential, and cultural nodes. Underground walkways will link transit hubs to nearby landmarks. Underground parking garages will be developed with shared, intelligent systems, particularly in older neighborhoods and high-demand areas like hospitals.
