On December 3, hosted by Xinhuanet and supported by the Chinese Society for Environmental Sciences, the "9th Forum on Green Development" was held at the Boao Forum for Asia (BFA) International Conference Center in Hainan, at which "2023 Practice Cases: Lucid Waters and Lush Mountains Are Invaluable Assets" were released. Nanshan District won the title "2023 Excellent Pilot for Practicing the Initiative: Lucid Waters and Lush Mountains Are Invaluable Assets", following the honor "Modern Urban Practice Base for Harmony Between Humanity and Nature" this year. It was also another excellent achievement after the establishment of the practice and innovation base for the "Two Mountains Theory" in Nanshan District.

In recent years, Nanshan District has worked actively to seek a new path for the transformation of the "Two Mountains Theory" to achieve a favorable economic and ecological environment and integrate production, livelihood, and ecology.

It is China's first pilot to release the "GEEP" accounting system for the transformation "Two Mountains Theory", which will support high-quality development with a sound ecological environment. Nanshan District's GDP grew from RMB 627.9 billion in 2019 to RMB 803.5 billion in 2022, and the concentration of PM2.5 decreased from 24.5 to 16.9 micrograms per cubic meter, lower than the Stage 2 limit value of the EU air quality standards. The proportion of excellent rivers in the whole water system increased from 57.6% to 97.3%. The Dasha River is now regarded as one of Guangdong Province's ten best rivers and lakes for ecological restoration.

Achieve the "Double Carbon" strategy with advanced technologies to create green competitive power. In order to ensure effective coordination between urban construction, pollution reduction, and carbon reduction from an institutional perspective, Nanshan District took the lead in creating a greenhouse gas inventory, incorporating the entire low-carbon management process into the development of fixed asset investment projects, and providing low-carbon construction guidelines for government investment projects of fixed assets valued at RMB 70 billion in the district. In 2022, Nanshan District introduced the first policy in China to support the green low-carbon industry and contributed over RMB 14 million in support funds. To close the gaps in this sector and advance the integration of industry and the environment, it introduced China's first evaluation guidelines for low-carbon and green businesses and goods.

Enhance service and supervision capacity to create a modern environmental governance framework. It has built the full-factor monitoring network for the ecological environment that integrates a CIM digital base and advanced technologies, like 5G, artificial intelligence, and cloud computing. Besides, it has created China's first "environment + weather", "ecology + environmental health" and real-time traffic carbon monitoring system to make ecological environment supervision more intelligent. According to the requirements for pilot projects authorized by the national comprehensive reform, with the goals of streamlining administration, benefiting enterprises, and optimizing the business environment, it has completed the X-Lake Sciensity regional EIA reform, exempted 90% of the EIA approval procedures for construction projects, and provided "green measures" for enterprises to choose locations for offices scientifically, and uphold high-quality development in this region.
