On behalf of the People's Government of Nanshan District, I now present to you the report on the work of the government for your deliberation, and I welcome comments on my report from the members of the District Political Consultative Conference and other attendants.
Review of Work in 2018
2018 was an extraordinary year for Nanshan District. After a lapse of six years, General Secretary Xi Jinping once again inspected Guangdong and Shenzhen and visited Qianhai. He encouraged us to work with persistence and perseverance, and renew our efforts to impress the world with fresh, greater miracles, which greatly inspired more than 2.3 million people in our district.
Over the past year, we adhered to the guiding principles of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and thoroughly implemented the decisions of the 19th Party Congress. Under the outstanding leadership of the Municipal Party Committee, the Municipal Government, and the District Party Committee, with the supervision and support of the District People's Congress and the District Political Consultative Conference, we strengthened our confidence, united as one, identified specific objectives, and successfully fulfilled the goals and tasks set by the Fourth Session of the Seventh People's Congress of Nanshan District.
I. Facing up to the challenges and struggling courageously to achieve a strong momentum of high-quality economic development
Our aggregate economic output increased by more than 100 billion yuan for three consecutive years. According to preliminary calculation, we expect to achieve a GDP of about 501.8 billion yuan. Our aggregate economic output increased from 384.2 billion yuan in 2016 to 460.1 billion yuan in 2017, nearing 500 billion yuan. The added value of our strategic emerging industries accounted for 60 percent of our GDP. The added value of our cultural industries exceeded 100 billion yuan, accounting for more than half of the municipal total. On the basis of implementing the policy of slashing taxes and fees across the board, our tax revenue rose by 11 percent to 149.8 billion yuan. Our public fiscal budget revenue increased by 12.8 percent to 26.82 billion yuan. We completed a fixed-assets investment of 133.3 billion yuan, an increase of 21.6 percent. Such an investment scale ranked first in the municipality and indicated that Nanshan is still the most active investment location in Shenzhen. We took the fourth economic census as a priority in strengthening the foundation underpinning development. A total of 746 economic census personnel entered industrial parks, office buildings, and enterprises and inspected more than 117,000 businesses of various types. The number of industrial, construction, wholesale and retail, and service enterprises above designated scale increased to 6,026, ranking first among all the districts in Shenzhen.
Our industrial structure tilted to the high end. The scientific and technological finance city kicked off with a good start in its construction, attracting equity investment funds of over 100 billion yuan. The Bank of Beijing Building, upon completion, was put into use. The SPD Silicon Valley Bank Shenzhen Branch and 18 other financial institutions have newly settled there. The added value of the financial industry exceeded 30 billion yuan, accounting for more than 10 percent of the municipal total and hitting a record high for the past years. We introduced a series of projects invested by Nestle, Aluminum Corporation of China (CHINALCO), China Shipbuilding Industry Corporation (CSIC), and other Fortune 500 companies. Through our efforts, Oujia Communications, Headlines Today and other companies have settled here. In addition to selecting five key industrial projects, we introduced 31 more headquarters enterprises that are recognized by Shenzhen Municipal, accounting for 46 percent of the municipal total increase. Thirty-two companies found their ways onto the first list of Shenzhen Top 100 Brands, indicating that Nanshan products have become a synonym of high quality. The China Resources Building, shaped like a bamboo shoot, was put into use, and the China Resources Shenzhen Bay was fully completed. The tertiary industry grew by 12.5 percent to become a growth stabilizer.
Our private economy led the tide. We promptly implemented the guiding principles of the Central Private Enterprise Symposium. After extensively seeking advice from enterprises and learning about their needs, we took the lead in Shenzhen to introduce many measures to promote the high-quality development of the private economy. We initiated a four billion yuan private enterprise development fund and a 500 million yuan financing guarantee fund to pep up private enterprises and boost their confidence. The district is now home to nearly 380,000 private companies, which means that every four permanent residents own a company on overage. The district has cumulatively cultivated 148 listed companies, ranking second among all districts (counties) in the country, and more than 90 percent of them are private companies. SF Express, AAC Technologies, and six other companies were included on the list of China's top 500 enterprises, accounting for more than one-eighth of the provincial total. Pony Ma, Xu Jiayin, and Chen Zhilie won their places on the list of "100 outstanding Chinese private entrepreneurs at the 40th anniversary of China's reform and opening-up".
We served the enterprises heart and soul. We made concrete and meticulous efforts in developing the system of government officials being assigned to serve their designated enterprises, so that we can promptly sort out their appeals and solve their problems as much as possible. We cumulatively assigned government officials to 379 enterprises. They coordinated and responded to more than 500 appeals, sincerely helping the development of enterprises. We dealt out industrial support funds of 1.42 billion yuan and monetary housing subsidies of 396 million yuan, benefiting more than 2,500 enterprises and about 20,000 talents. We eliminated the obstacles preventing the enterprises in our district from participating in government procurement, and purchased nearly one billion yuan worth of goods and services from these enterprises. We upgraded the "green channel" so that more than 680 enterprises could enjoy direct education, healthcare, taxation, and customs services. We launched the Nanshan Trade Union Shenzhen Bay Restaurant, which now caters to more than 3,000 enterprise employees. All of our eight sub-districts improved their institutional framework and set up business-friendly service platforms. The Association for Promoting the Development of SMEs, the Association for Promoting Culture, Science and Technology, the Entrepreneur Alliance, and other organizations enabled the government to serve enterprises more effectively.
II. Taking an active approach to our work and rising to the challenges to win successive victories in the three critical battles against potential risk, poverty, and pollution
We achieved remarkable results in pollution prevention and control. We focused on the rectification of feedbacks from the central government inspections on environmental protection accountability as the top priority of our district. Remaining of one mind and working day and night, we removed 288 buildings in the first-grade water source protection area of Xili Reservoir two months ahead of schedule. We relocated nearly 10,000 people, and the relocation negotiations, arduous as they were, brought about harmony and stability, lucid waters and lush mountains. We dredged the Lishui River and the Yanqingxi River to encircle the Xili Reservoir in protection. The provincial government approved our watercourse adjustment plan, releasing 4.35 square kilometers of land and achieving "stricter protection and greater development". We took strong steps to rectify the problems and smoothly passed the central government re-inspections on environmental protection accountability, the multiple special inspections on drinking water sources, solid waste, black and malodorous water bodies, as well as the provincial government inspections on environmental protection. We upgraded and transformed the two water purifying plants in Nanshan and Shekou, increasing the daily sewage treatment capacity by 20,000 tons. We completed the "rainwater and sewage diversion" transformation in 993 communities, stabilizing and improving the water quality in rivers and sea areas. We implemented the "seven 100 percent" dust control measures on construction sites, cutting down the average PM2.5 concentration to 25.1 μg per cubic meters and bringing back a blue sky to Nanshan.
We took effective measures to prevent and control potential risks. We implemented a specific rectification project against Internet financial risks. We combined big data monitoring, on-site inspections of key institutions and screening of key buildings and strengthened the supervision of similar financial business forms. We took differential measures to reduce the number of online loan platforms by 75 (or 44 percent), and filed for investigation 54 public-related financial cases. We took measures such as reporting of cases through WeChat and regular case briefing to protect the legitimate rights and interests of investors. We implemented the real estate regulation policies and raised talent and affordable housing through multiple channels. We started the high-tech apartment building project (a shantytown renovation project) and the talent apartment building project in the high-tech industrial park. Last year, we raised 13,300 units of housing and supplied 4,794 units of housing, including 1,600 units of public rental housing for the households on the waiting list. We enhanced the basic housing security, and operated the Tanglang City high-quality apartment building project - the first pilot rent-stabilizing project in Shenzhen. Now the real estate market is running smoothly in our district.
We advanced targeted poverty alleviation step by step. We earnestly offered assistance to poverty-stricken areas through pairing programs to reflect our political stance and strong sense of responsibility, and did a solid job of pairing up with eight regions in six provinces. Thirty-nine of our officials assumed temporary posts in these regions and fought on the very frontline of poverty alleviation. Sixty of our administrative institutions offered assistance to 27 villages in Lianping through pairing programs, and 98 percent of the identified and registered poor households have been lifted out of poverty. The Nanshan (Lianping) Industrial Park went into operation after advancing its construction and investment promotion simultaneously for just one year. The Linzhi OCT International Auto Camp project was fully rolled out, and the second bid section of the Ji'an-Nanshan Demonstration Industrial Park was completed. We achieved remarkable results in linking production and marketing, labor cooperation and tourism development in Tianyang and Debao, benefiting nearly 50,000 people living in poverty. We signed a regional collaborative development agreement with Nangang District of Harbin to promote mutual complementarities and win-win cooperation between the two districts.
III. Seizing the opportunity, forging ahead and walking in the forefront of reform and opening up
We led the country in business environment. The Shenzhen Bay Innovation Plaza public service platform, consisting of "four centers and one hall" and covering a total area of 42,000 square meters, officially went into operation and brought a government service supermarket to a popular gathering place of enterprises and talents. The Shekou Net Valley party-public service center was put into use to provide foreigners with 162 services such as immigration and work permission services, thus becoming another outlet to serve companies, residents, and foreigners. Now the current year's college and university students can gain permanent residency in our district and go through four other formalities in no time, people do not need to show up in person to access 170 government services, and the first-time processing rate of administrative licensing items has risen from 6.8 percent to over 30 percent. We implemented the Shenzhen 90 reform, greatly accelerating the approval of engineering construction projects. We won the Innovation Leader Award in the first national business environment assessment, and ranked first among all municipal districts in the country in terms of five indicators such as time required for starting a business and receiving a construction permit.
We expanded the development space despite difficulties. We made significant progress in the relocation of Nantou Heliport and successfully signed a compensation framework agreement. We developed an innovative land supply model, allowing 15 companies to jointly acquire land and carry out construction. We launched the first joint headquarters building in Shenzhen to maximize the intensive use of land and meet the need for space of headquarters enterprises. We made greater efforts to implement the agent system. We laid the foundation for and started the construction of the Intelligent City and the Bay Area Innovation Building, sped up the construction of the iPark (Phases II and III) and the Intelligent Valley, and newly delivered 100,000 square meters of policy-oriented industrial housing. We implemented ten actions for expanding space and guaranteeing development, strictly stuck to the bottom line of "zero increase" in unapproved construction projects, eliminated one million square meters of illegal buildings, and completed the preparation for 302 hectares of land, exceeding the task assigned by the Municipal Government by 1.7 times. We identified 17 new urban renewal projects and supplied 15 hectares of land. We broke the boundaries of administrative divisions and joined hands with Heyuan in building an industrial park. We explored the cross-regional cooperation model of government guidance, policy superposition, and benefit sharing, making the first attempt at the "enclave economy".
We provided Qianhai with unprecedented support. We established the Nanshan-Qianhai joint conference system to comprehensively strengthen the coordination. We supported Qianhai in implementing the enterprise "homing" plan. The industrial support fund, talent housing subsidies, and other policies basically covered all the enterprises and talents in Qianhai. We made powerful and heavy-handed law-enforcement efforts to resolutely shut down illegal docks, sand quarries, and concrete mixing stations that had existed for 20 years. We eliminated the pollution sources along the Chanwan Channel and cleared about one million square meters of reserved state-owned land, effectively guaranteeing the implementation of major projects. We set up the Qianhai traffic police squadron and upgraded traffic monitoring facilities to constantly improve the road traffic order. We carried out the comprehensive improvement of the environment. We re-greened an area of about 500,000 square meters and basically removed overhead high-voltage lines and towers, greatly improving the image of our district.
We became more and more open to the outside world. Several hundred leaders of 200-some political parties from more than 100 countries and regions attended the symposium of the CPC in Dialogue with the World's Political Parties High-level Meeting in Nanshan. The consular officials in Guangzhou of 25 countries came to Nanshan to experience the great achievements of reform and opening up. Last year we actually utilized foreign investment of 5.4 billion US dollars, accounting for two-thirds of the municipal total, We hosted the Future Forum X Shenzhen Summit, the APEC SME Business Forum, the National Internet-based Enterprises Party Building Work Symposium and other events, further enhancing our district's visibility. The Ministry of Justice Guangdong-Hong Kong-Macao Greater Bay Area Rule of Law Construction Research Base settled in our district to act as a large platform for legal exchanges and cooperation between Guangdong, Hong Kong, and Macao. We successfully hosted the Finals of the Second Cross-Strait Student Baseball League, further deepening the exchanges and integration of young people on both sides of the Strait.
IV. Earning a national reputation for laying a solid foundation for and aiming at the frontier of scientific and technological innovation
We achieved gratifying results in innovation and business ventures. The Graduate School at Shenzhen of Tsinghua University and other organizations won eight national science and technology awards, accounting for half of the municipal total. The State Council circulated a notice commending our best practices of "two chains and one ring" in scientific and technological innovation. Two Nanshan-based scientists made a clean sweep of the Mayor Awards at the Shenzhen Science and Technology Awards, and UBTECH won the China Patent Gold Award. The total social investment in research and development accounted for 4.71 percent of our GDP, and our international patent applications under Patent Cooperation Treaty (PCT) accounted for 39 percent of the municipal total. The number of national high-tech enterprises in our district is expected to increase by more than 600 to over 3,500. The number of "Unicorn" enterprises in our district has increased to 13, accounting for two-thirds of the provincial total. We innovatively introduced the three-pronged management system of "decision mechanism plus service platform plus operational carriers" for intellectual property protection, building our district into a provincial demonstration zone for the clustered development of the intellectual property service industry. At the Second US-China IP Summit, over 30 senior experts and scholars gathered in Nanshan to discuss the future.
We brought together top innovation resources at an ever increasing speed. The planning of the Xili Lake International Science and Education City has been promoted to be a municipal strategy, setting off another upsurge in Nanshan's innovative development. The Pengcheng Laboratory, located in Liuxiandong Area, has attracted the first batch of three academicians. And we began to make preparations for the establishment of the Shenzhen Bay Laboratory. We hope to build these two laboratories into national laboratories. ARM China officially settled in Nanshan to prepare for the joint establishment of the Guangdong-Hong Kong-Macao Greater Bay Area Public Innovative Integrated Circuits Design Platform. We supported the Southern University of Science and Technology (SUSTech) in setting up the SUSTech-HKUST Joint School of Microelectronics to cultivate high-end talents in chip design, manufacturing, and testing. The SenseTime Shenzhen R&D Center went into use, and we collaborated with SenseTime in setting up the AI Experimental School. The Airbus (China) Innovation Center, the Apple R&D Center in Shenzhen, and the China Mobile Intelligent Hardware Innovation Center went into operation, and the Accenture (Shenzhen) Global Innovation and R&D Center started construction, indicating that Nanshan has been deeply involved in the global innovation network.
We took the lead to make breakthroughs in the military-civilian integration. We collaborated with the State Administration of Science, Technology, and Industry for National Defense in building the platforms and channels for aligning enterprises with national defense needs. We joined hands with the Municipal Office of Science, Technology, and Industry for National Defense in setting up the Military-Civilian Integration Innovation Demonstration Base. We united Northwestern Polytechnical University (NWPU), Beijing Institute of Technology (BIT), Beihang University (BHU), and other national defense universities as well as the Research Institute of Tsinghua University in establishing the Xuefu Military-Civilian Integration Industrial Park, where a service center and an exhibition hall has been completed. We expanded and upgraded the iPark Military-Civilian Integration Industrial Park, and have started planning for the military-civilian integration industrial parks in the Intelligent City and the Intelligent Valley. We successfully completed the "Yuedong 2018" national defense mobilization exercise and newly recruited 161 soldiers, 87 percent of whom were university students. The Shenzhen Missile Destroyer returned to Shenzhen and berthed in Shekou, igniting all walks of life with the ardent love of our country, party, and army, and the story of warship and city marked a new chapter of promoting mutual support between the military and civilian sectors.
We assembled high-end talents from far and near. We introduced talents from all over the world and cultivated our own talents as well. We increased the "Vanguard Plan" talents by 626 to nearly 2,300. We newly introduced 11 full-time academicians, accounting for 90 percent of the municipal increase. The Talent Park held on a regular basis the Academicians Forum to spread the ideas of famous scholars, meet the public needs, and provide a platform for high-end talents. We supported the leapfrog development of colleges and universities in our district. Shenzhen Polytechnic won a special prize in the National Teaching Achievement Awards. Shenzhen University and SUSTech were included in the plan for building another batch of provincial high-level universities and disciplines. Harbin Institute of Technology (Shenzhen) began to independently enroll undergraduates. The International Graduate School at Shenzhen, Tsinghua University, established upon approval of the Ministry of Education, is the only school of Tsinghua University away from its home campus.
V. Making meticulous efforts and striving for perfection to improve the urban quality by leaps and bounds
We added another array of highlights to the district. The district took on a new look when we celebrated the 40th anniversary of reform and opening up. The Shenzhen Bay Lighting Show highlights the architectural, technological, and cultural beauty. The lighting projects for the skyline of the western section of Shenzhen Bay, the southern section of Shennan Boulevard, and the bridges along North Ring Boulevard make our district even more charming. We held a high-level international competition for the conceptual planning and project design of Shenzhen Bay Plaza. We greatly optimized the planning of the Shenzhen Bay Super Headquarters Base and started to lower the Shenzhen Bay Super Headquarters section of Binhai Boulevard. The new "living room" and "balcony" of Shenzhen and a world-class coastal skyline are taking shape. We greatly improved the landscapes at the Prince Bay Cruise Homeport and other key locations. The 2-kilometer demonstration section of the Dasha River Ecological Corridor became a popular park in Shenzhen. In the western section of the Shenzhen Bay Coastal Recreation Zone, the 650-meter extended section was completed and opened to the public, joining up the 16.2-kilometer award-winning urban coastline.
The district's transportation ushered in a new round of rapid development. We made major breakthroughs in the planning of Xili High-speed Railway Station, and the Tanglang Mountain was selected as the site of the EMU depot. Three high-speed railways (the Ganzhou-Shenzhen Passenger Line, the Shenzhen-Maoming Railway, and the Shenzhen-Shantou Railway), three intercity lines (the Shenzhen-Huizhou Railway, the Shenzhen-Zhuhai Railway, and the Shenzhen-Dongguan-Zengcheng Railway), and Metro Line 15 will converge with three other metro lines here, ushering in an era of high-speed rail to Nanshan. The main works of the western extended section of Metro Line 9 and the southern extended section of Metro Line 5 have been basically completed, and Metro Lines 12 and 13 have started construction. In our district, 44 kilometers of metro lines are under construction, and the rail transit lines have been woven into a network. The Mawan Cross-Harbor Boulevard - the first subsea tunnel in Shenzhen - started construction, and passengers and cargoes will come into Qianhai from the outside separately. We completed nine roads including Pingshan Second Road and comprehensively transformed 18 roads including Tangyi Road, covering more than nine kilometers. We built eight pedestrian overpasses including the one in the Dutch Flower Town and transformed 35 nodes prone to traffic congestion. Wherever you are, bus stops are within 500 meters, making it easier to move about.
We moved towards smart and fine management and governance. We developed the Smart Nanshan top-level design scheme and set to build Nanshan into a smart district. We developed the national leading third-generation police command system, the Visual Management Platform of Prevention and Control by the Masses was included in Top 10 Smart Police Innovation Cases of China, and Nanyuan Community was recognized as a national demonstration community for social governance. We installed more than 4,000 video access control systems and over 10,000 surveillance cameras to connect the surveillance resources. We promoted smart parking and built four mechanical parking systems. We completed the construction and commissioning of the Mawan Urban Energy Ecological Park, established nine systems for waste classification and separation, transformed 16 waste transfer stations, and upgraded 55 sub-standard public toilets. We implemented the three-year action plan for the comprehensive transformation of shantytowns and advanced the first batch of 15 shantytown transformation projects by nodes. Nanguang Community and some other shantytowns have taken on a new look.
We took solid and effective measures to guarantee security. We launched a campaign to crack down on organized crime and local mafia, and the occurrence of policing problems such as public security incidents, robbery, forcible seizure, vehicle theft, and burglary continued to decline. We effectively handled and properly resolved the potential conflicts regarding people's complaints expressed in letters or visits, and concluded all the cases assigned by the provincial and municipal governments. For the first time, we organized "double-blind" drills for hazardous chemical leakage, forest fires, and geological disasters, constantly improving emergency response and handling capabilities. We replaced or upgraded 193 old elevators and transformed over 3,000 illegally compartmented rooms and over 10,000 direct vent water heaters, achieving zero occurrence of gas poisoning accidents in the whole year. We set up and renovated 65 mini fire stations and 1,600 intelligent fire hydrants, and recruited 780 full-time firefighters. The Safety Education Experience Hall was officially opened to serve the public. The number of workplace accidents, deaths, and injuries kept decreasing. We successfully combated "Mangosteen" - the strongest typhoon in the past 35 years. The whole district stood united as one and helped those in need. In particular, the public security police, traffic police, urban management officers, sub-district office staff members, power supply workers, water affairs personnel, militia, and troops braved wind and rain and fought against the typhoon, which earned them praises.
VI. Benefiting the people through development, improving the people's wellbeing and making major strides forward in social undertakings
We took basic education to a new height. Our district ranked first in the province in the evaluation of educational performance. We built eight new schools and renovated and expanded four existing schools. The district increased 13,000 desks, which could basically meet the schooling needs of the newly added population. We established the Arts and Sciences Experimental School Group and the Shenzhen University Affiliated Education Group. The SZMS Nanshan Innovation School was officially opened, further increasing the coverage of high-quality education. The Nanshan Foreign Languages School Shenzhen-Shantou Campus was approved for establishment, bringing the high-quality education of our district to the Shenzhen-Shantou Cooperation Zone. We increased investment and acted quickly to build 18 new-style public kindergartens and 153 inclusive kindergartens. We made the greatest efforts to solve the issues of lunch and lunch breaks. The number of schools offering lunch and lunch breaks increased to 78, covering 90 percent of the schools in our district. We established 146 district-level famous teacher studios, and the teachers in Nanshan were recognized as "Teachers of the Year" in Shenzhen for three consecutive years. Fifty-seven students were awarded the title of “Little Academician” by the Chinese Youth Academy of Sciences, accounting for half of the municipal total. In the national college entrance examinations, all students in Nanshan were admitted to junior colleges or above.
We made strong moves across the board to promote medical cooperation. The cooperation between Nanshan Hospital and Union Hospital was upgraded to the cooperation between Nanshan District and Huazhong University of Science and Technology. Both parties agreed to jointly establish Shenzhen Union Hospital - Huazhong University of Science and Technology according to the standards of directly affiliated hospitals. We collaborated with the Cancer Hospital Chinese Academy of Medical Sciences in establishing the Nanshan Cancer Center, introducing a national cancer prevention and treatment team to our district. We joined hands with SUSTech in upgrading Xili Hospital to a high level. We signed an agreement with Guangdong Medical University (GDMU) to strengthen the Nanshan Maternal and Child Health Hospital. We achieved initial results in the renovation and expansion of Nanshan Hospital and smoothly completed its first phase - the International Diagnosis and Treatment Center. The foundation is already laid for the Internal Medicine Complex of Shekou Hospital and the Prince Bay International Hospital broke ground. We newly introduced three high-level medical teams. Shahe and Shenzhen Bay Community Health Service Centers were granted the title of National Health Service Center. To promote smart medicine, we worked together with Shenzhen University and Tencent in developing smart health-care. The National Comprehensive Prevention and Control Demonstration Area for Chronic Diseases in our district passed the reexamination with the highest score in the country.
We achieved fruitful results in cultural and sports undertakings. There Is a Mountain in the South, an original, meticulously created theme song singing the praises of the times with great artistic appeal, was a special gift for the 40th anniversary of reform and opening up. The "Singing of the New Era" film crew of China Central Television came to Nanshan to show the charm of our district in an artistic form. Dongjiaotou has been basically finalized as the site for the Shenzhen Opera House, and the Creative Design Museum is expected to be located at the Shenzhen Bay Plaza. The Nanshan Museum was opened to the public, and the Dasha River Cultural and Sports Center, the Yuehai Cultural and Sports Center and the Shekou Cultural and Sports Park started construction. The Nantou Ancient City, the Sea World, and the OCT Creative Park were included on the list of "Top 10 Characteristic Cultural Blocks" in Shenzhen. Last year, we held over 180 sports events and over 1,000 cultural events. The Popular Music Festival and other brand events were highly popular with people, and the cultural and sports undertakings flourished in our district.
We improved the safeguards for people's wellbeing in both coverage and quality. We allocated 21.6 billion yuan for nine categories of people's wellbeing-related expenditures, and solved 20 major issues and 2,700 minor issues related to the people's wellbeing. The People's Wellbeing Supermarket was launched, enabling people to submit their requirements online to be reviewed and to supervise their handling, and the services are rendered offline, which is more considerate. We purchased accident insurance policies for all the elderly aged 60 and over, and the Welfare Center was rated as a provincial "five-star" institution providing services for elderly people. The Nanshan District Charity Association re-elected its leadership and raised 100 million yuan. We launched a major campaign to investigate and regulate food and drug safety, and the quick inspection vehicles and rooms for food safety have covered all our sub-districts. Twenty-three joint-stock cooperative companies re-elected their management, and a group of shareholders with expertise and enthusiasm were elected into the board of directors, the board of supervisors, and the asset management committee. We created a number of high-quality featured communities, and the Qianhai Community Work Approach, the "Small Community, Big Stage" program, and other practices were promoted nationwide.
Last year, we took strong steps to improve our government. We took the work of Party building as the greatest achievement. We stayed deeply conscious of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment, strengthened confidence in the path, theory, system, and culture of socialism with Chinese characteristics, and resolutely upheld Xi Jinping's position as the core of the CPC Central Committee and the whole Party, as well as the authority of the CPC Central Committee and its centralized, unified leadership. When General Secretary Xi Jinping inspected Guangdong and Shenzhen and visited Qianhai, we fully completed the task of providing service support. We did a good job in the rectification of feedbacks from the central government inspections, and our government system made further progress in exercising full and rigorous governance over the Party. We took performance appraisal, inspection, and supervision as the main fulcrum. We rewarded the strong and diligent ones and punished the weak and lazy one, encouraging everyone to take the initiative and perform with enterprising spirit. Our exemplary practice of green development was published in the provincial government's Special Reports on Supervision and was instructed to be commended by major provincial leaders. We accomplished 73 reform tasks swiftly but steadily, and 13 of our achievements were fully recognized by the central, provincial, and municipal governments. Our archival work won a provincial honor for the first time. The Nanshan Yearbook won a special prize in the national yearbook quality evaluation. We took administration in line with law as the basic principle. We reported our work to the District People's Congress on a regular basis, notified the situation to the District Political Consultative Conference, and invited delegates of the Party Congress, deputies of the People's Congress, and members of the Political Consultative Conference to comment on and rate the district government's work. We handled 255 suggestions by deputies of the municipal and district People's Congresses and 204 proposals by members of the Political Consultative Conference in high quality. The "golden ideas" of some delegates, deputies, and members were translated into the "golden keys" in the district government's work. Our district was recognized as a "National Advanced Unit for the Creation of Rule-of-law Districts (Cities/Counties)". We took building a clean government as a solid underpinning. We strictly put into action the guiding principles of the central Party leadership's eight-point decision on improving conduct and staying engaged with the people and its detailed rules for implementation, and prevented formalism, bureaucracy, hedonism, and extravagance from coming back. We revised the methods on the management of agent construction system to ensure integrity and high quality in such projects. We established a pre-selected supplier pool for government procurement in different categories and built the first district-level procurement intelligent monitoring platform in Shenzhen, furthering updating the "sunshine procurement".
In addition, we made new improvements in work related to family planning, ethnic groups, religion, overseas Chinese nationals, state secrets, disabled persons, women and children, and government affairs.
Fellow Deputies, we shed sweat and worked hard to overcome difficulties in 2018, and these achievements did not come easily! We owe them to the correct leadership of the municipal Party committee, the municipal government and the district Party committee, as well as the earnest efforts of the people in our district. Here, on behalf of the People's Government of Nanshan District, I would like to pay our highest tribute and extend our sincere thanks to all the people in the district, the deputies of the District People's Congress, the members of the District Political Consultative Conference, non-CPC parties, people's organizations, people from all walks of life, enterprises and institutions in the district, and servicemen in our district.
Currently, Nanshan is just like a boat in midstream where the water is more torrential or a person half way up the mountain where the road gets steeper. At such a stage, we must be even more soberly aware of the problems and challenges facing Nanshan's development. First, it is challenging for us to achieve a medium-high growth rate. The global economic environment is complex and volatile, and enterprises are facing increasing difficulties in their operations, posing downward pressure on the economy. Second, there are some weak areas in our basic research and original innovation. We rely on others for some core technologies, key components, and major equipment, which is restricting our further development. Third, the housing and industrial space costs are high. In particular, the rent of industrial space is rising too fast, and the problem of "middlemen landlords raising the price" is prominent. Fourth, there are still some weak links in the urban environment. We still lack in the awareness of refined management, the villages in the city, back streets and alleys, farmers' markets, and some other areas remain to be upgraded, and traffic congestions still haunt some areas. Fifth, greater efforts are required to improve the people's wellbeing. The supply quantity and quality of education, medical care, cultural and sports offerings, and other people's livelihood services still fall behind the ever-growing needs for a better life. Sixth, the government's self-improvement efforts need to be strengthened. The government services are not convenient enough, and the coverage of enterprise services is not wide enough. A small number of government employees lack a strong sense of responsibility and ability, and these still exist risks to clean government. In response to these problems and challenges, we will take effective measures to address them.
Main Work for 2019
The year 2019 marks the 70th anniversary of the founding of the People's Republic of China and the 40th anniversary of Shenzhen's establishment. It is a critical year in finishing building a moderately prosperous society in all respects. The 11th Plenary Session of the 6th Municipal Party Committee has proposed the strategic path of "building Shenzhen into a demonstration zone of socialism with Chinese characteristics and a model city of a great modern socialist country", and has decided to continue to identify 2019 as the "Year of City Quality Improvement". The 3rd session of the 7th District Party Congress called on the people and officials in our district to redouble our efforts and build on our past achievements in reform and opening up, open a new chapter in building a world-class innovation-oriented coastal central district, and act as pioneers in building Shenzhen into a demonstration zone and a model city of a great modern socialist country.
The overall requirements for the District Government's work this year are as follows: Hold high the great banner of Xi Jinping's thought on socialism with Chinese characteristics for a new era, stay deeply conscious of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment, strengthen confidence in the path, theory, system, and culture of socialism with Chinese characteristics, and resolutely uphold Xi Jinping's position as the core of the CPC Central Committee and the whole Party, as well as the authority of the CPC Central Committee and its centralized, unified leaderships, fully implement the guiding principles of the 19th CPC National Congress, the 2nd and 3rd plenary sessions of the 19th CPC Central Committee of the Communist Party of China, and the Central Economic Work Conference, thoroughly implement the spirit of a series of important speeches by General Secretary Xi Jinping for Guangdong and his important instructions for Shenzhen, as well as the spirit of the important meetings of the Provincial, Municipal, and District Party Committees, unswervingly apply the new vision of development, uphold and strengthen overall Party leadership, remain committed to deepening reform across the board, expand opening up in all respects, adhere to a people-centered development philosophy, seize the great opportunities of building the Guangdong-Hong Kong-Macao Greater Bay Area, further implement the two-wheel drive strategy of "technological innovation plus headquarters economy", and coordinate all work to maintain stable growth, promote reform, make structural adjustments, improve living standards, guard against risk and ensure stability. We must march at the forefront in the new era, and be a trailblazer on the new journey.
To do our work well in Nanshan, the most valuable ideological wealth and the most powerful spiritual guidance are Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We will show our loyalty with our work, prove our sense of responsibility with development, earnestly solve problems and work hard to make fresh achievements.
-- Make fresh achievements in deepening reform and opening up. Reform and opening up is the secret underlying China's great changes in the past 40 years. In the historical symphony of China's reform and opening up, Nanshan composed a resonant movement of spring thunders and tides, and told people that "empty talk leads the country astray, while hard work revitalizes it" and "time is money, efficiency is life", which were the strongest notes to the times. Looking back at the wake of the giant ship of China, Nanshan has ploughed through tides and waves with flamboyance. A series of institutional reforms, such as wage reform, housing reform, joint-stock reform, project bidding reform and labor relationship reform, rippled from Nanshan to the whole country. And Nanshan has given birth to Yuan Geng, Pony Ma and other reform pioneers. Along the way, Nanshan has grown stronger and stronger, but our ambition to be the trailblazer and our commitment to acting as the pacesetter have remained unchanged. Standing at a new starting point, we will give full play to the superposition advantages of our position in the "Bay Area, Free Trade Zone, High-Tech Zone and Science and Education Zone", actively respond to changes, proactively seek changes and keep abreast with the times. We will adhere to reform and opening up as a key move, firmly grasp the "head rope" of building the Guangdong-Hong Kong-Macao Greater Bay Area, dare to try things out and dare to make ahead of others. Rather than drifting off the course, straying from the right path or reducing the momentum, we will secure the steady development and promising prospects of reform and opening up in the new era.

Looking back at the past 40 years, Nanshan seized the opportunities and danced to the beat in every global industrial wave and has given birth to a galaxy of representative companies. Konka and Skyworth color TVs have entered hundreds of thousands of households; ZTE communication devices have found their ways to every corner of the world; Tencent's WeChat has registered more than one billion active users; DJI has occupied more than 70 percent of the global consumer drone market; a large number of conglomerates, industry-leading companies and emerging enterprises have come forth like mushrooms in the fertile land of Nanshan and made their presence felt all over the world. Thanks to the vigorous development of innovation and business ventures, Nanshan has risen from the lowest end of the industrial chain to the forefront of a new round of scientific and technological revolution and industrial transformation. In line with the new requirements, we will implement high-quality development in the whole process and every aspect of our work and speed up the building of a competitive modern industrial system. We will take the economic density and the development benefits as the criteria for judging success. We will accelerate improvements in the whole-process innovation ecological chain of "basic research plus technological research plus industrialization of research results plus scientific and technological finance". We will strive to strengthen the basic research and improve the innovation ecology.
-- Make fresh achievements in pursuing more balanced and coordinated development. In the past 40 years of reform and opening up, Nanshan has been advancing boldly and triumphantly. Once a land of shoals, oyster beds, hills and litchi groves, Nanshan has quickly metamorphosed into a central district teeming with skyscrapers. Now Nanshan is developing with each passing day and its skyline is constantly changing. Amidst the intense development, Nanshan firmly adheres to a model of sustainable development featuring increased production, higher living standards and healthy ecosystems, and ensures lucid waters, lush mountains, blue skies and white clouds. To narrow the huge gap between its northern zone and southern zone, Nanshan is focusing on priorities and shoring up points of weakness to help the northern zone shift gear, accelerate development and move into the fast lane. Faced with a quickly growing population, Nanshan is vigorously developing education, medical care, culture and sports, transportation and other public undertakings. While the economy develops by leaps and bounds, the people's wellbeing is catching up and advancing alongside, and the dream-seekers from all over the world are living and working here in contentment. As we embark on a new journey, we will proactively work toward meeting the standards of the world's advanced urban areas, and facilitate the new development pattern of "one axis, one belt and three clusters" to gather more international high-end talents and resources. Not satisfied with standing out in just one area, we will strive to lead the country in multiple fields and in all aspects. Not only "galloping alone in the forefront", but also leading "ten thousand horses to gallop ahead with full vitality", we will make it our duty to balance development between urban and rural areas and between regions.
-- Make fresh achievements in strengthening Party leadership and Party building. Nanshan is a modern urban area built by our Party after the reform and opening up. From the Shekou Industrial Zone to the National High-tech Zone to the Qianhai & Shekou Free Trade Zone, Nanshan has always been lucky to connect with the national strategy. Looking back on the past 40 eventful years, we can see that Nanshan's development is always filled with the Party's deep concern and ardent expectations, and have benefited from a series of strategic arrangements of the central, provincial, and municipal governments. As the biggest beneficiary of national strategies, we are grateful and must more purposefully do as the Party instructs and follow the Party with greater commitment. Entering a new era, Nanshan will march boldly in the direction pointed out by the Party, always bear in mind that the Party is rooted in the people and the Party's strength lies in the people, and strive to realize, uphold and promote the fundamental interests of the public. We must persist in self-examination in compliance with the requirements of the times and keep reminding ourselves of potential danger. We must stay committed to our original aspiration and have our mission always in mind. We must illuminate the road of struggle with the light of faith and strive to make glorious achievements that can stand the test of practice.
Taking into consideration all relevant factors, our main targets for economic and social development in 2019 are to achieve a GDP growth rate of about 7.5 percent, increase fixed assets investment by 10 percent, increase tax revenue by 8.5 percent, increase public budget revenue by 2.2 percent, and complete the tasks concerning the energy and water consumption per 10,000 yuan of GDP assigned by the Municipal Government. We will act as a trailblazer mainly in eight aspects:
I. Persist in taking the construction of the Guangdong-Hong Kong-Macao Greater Bay Area as the fulcrum and act as a trailblazer in higher-level opening up
Build the Xili Lake International Science and Education City according to high standards, and act as the scientific and technological innovation center in the Guangdong-Hong Kong-Macao Greater Bay Area. As the planning of the Xili Lake International Science and Education City is promoted to be a municipal strategy, we will strive to become the core support in building Shenzhen into a comprehensive national science center. We will complete the land preparations of Baishiling and Shibilong areas to guarantee the construction of SUSTech-HKUST Joint School of Microelectronics, International Graduate School at Shenzhen, Tsinghua University, Georgia Tech Tianjin University Shenzhen Institute and other projects, and we will facilitate the establishment of Peking University Shenzhen Campus. We will deepen the cooperation between the district and universities, support Shenzhen University and SUSTech in building first-class universities and first-class disciplines, and help build Harbin Institute of Technology (Shenzhen) into a high-level university. We will advance the construction of Pengcheng Laboratory, Shenzhen Bay Laboratory and National Supercomputing Center (Phase II) and build a cluster of major scientific and technological infrastructure. We will help the universities and research institutions in our district industrialize their research results locally, and set up a number of scientific research results industrialization centers in Baishiling, removing the obstacles hindering the cooperation between enterprises, universities and research institutes.
Take the high-quality construction of the Shenzhen Bay CBD as the fulcrum and strive to become the center of headquarters economy in the Guangdong-Hong Kong-Macao Greater Bay Area. We will upgrade the urban planning, design and construction along the coastline of Shenzhen Bay according to the world-class standards, and connect Shenzhen Bay, Houhai, Shekou and Qianhai to build a coastal headquarters economic belt. We will newly recognize more than 15 headquarters companies in 2019. We will support the construction of Qianhai into a new city center and build a gateway for higher-level opening up. We will, with Hong Kong in mind, join hands with Qianhai in exploring the construction of the Greater Bay Area Financial Industrial Park and the Greater Bay Area Science and Technology Industrial Park. We will join hands with China Merchants Shekou in building the Prince Bay Headquarters Base and the China Cruise Tourism Development Experimental Zone. We will take the lead to develop supply chain financial services and build the Science and Technology Financial City into a gathering place of alternative finance. We will support the development of institutions such as WeBank and Merchants Union Consumer Finance Company Limited (MUCFC), and make efforts to introduce the financial management subsidiaries of Agricultural Bank of China and other banks as well as more than five licensed financial institutions to our district.
Plan the Xili HSR New City according to high standards, and strive to become a transportation hub in the Guangdong-Hong Kong-Macao Greater Bay Area. We will work to have the Xili HSR New City included among key development areas of Shenzhen, and build it into the flagship and engine of the high-quality development of the northern zone. Based on the idea of "integrating the industry with the city, and the railway station with the city", with the Xili high-speed railway hub as the core, we will coordinate the land planning and construction over an area of 1.68 square kilometers in the vicinity and start land preparations for the core area. We will take advantage of the construction of Metro Lines 12 and 13 to promote the functional upgrade of the Shenzhen Bay Port. We will try hard to introduce the Guangzhou-Dongguan-Shenzhen Intercity Line and the Shenzhen-Dongguan-Zengcheng Intercity Line, and reserve the conditions for connecting with Hung Shui Kiu, Hong Kong, thus building an integrated transportation hub that converges inward and extends outward. As we try hard to have Dongjiaotou selected as the site for the Shenzhen Opera House, we will take the opportunity to improve the accessibility of Shekou Area. We will put the southern extended section of Metro Line 5 and the western extended section of Metro Line 9 into use, complete the main work of the speed-raising transformation project of Guimiao Road and the main road construction of the speed-raising transformation project of Shahe West Road, and start the preliminary work for the speed-raising transformation of the northern extended section of Qiaocheng East Road, Wanghai Road and Yueliangwan Boulevard. We will build or continue to build seven pedestrian overpasses (including the Shenyun Qiaoxiang Pedestrian Overpass) and 15 roads (including the Nanhai Boulevard Underpass), constantly improving the road network in our district.
II. Persist in conquering problems and stimulating market activity through reform and act as a trailblazer in deepening reform across the board
Overcome the bottleneck of land and space through reform. We will accelerate the development of "enclave economy", formulate supporting policies for setting up industrial parks outside our district, and build the Nanshan (Heyuan) Industrial Park. We will shift from "supplying land" to "supplying space" and advance the construction of three to five joint headquarters buildings. We will speed up the construction of the Bay Area Innovation Building and "intelligent (i)" series parks, and increase more than 500,000 square meters of policy-oriented industrial housing. We will coordinate the industrial spaces between the government, state-owned enterprises and village collectives and provide low-cost, low-profit industrial carriers for high-quality projects. We will make full and good use of the policy of "delegating powers to the district-level". We will accelerate the transformation of shantytowns such as the High-tech Apartment Building, as well as the construction of the Talent Apartment Building in the High-tech Industrial Park, and start the work of demolition and resettlement for the Shakeng plot to build 6,300 units of talent housing and affordable housing. We will advance the land requisition and transfer beyond the original "two lines", continue to advance the relocation of the Nantou Heliport, and complete land preparations for key projects such as the Xili Lake Resort and the land involved in the line adjustment for water source protection areas, complete the land preparations for more than 40 hectares. We will formulate the implementation rules for dealing with the existing unapproved construction projects under the categories of industrial and public supporting facilities, and eliminate 1.28 million square meters of illegal construction. We will speed up the upgrading and renovation of the North High-Tech Area, advance the urban renewal of five villages along the Shahe River and Xili Central Area, and supply more than 18 hectares of land in 2019.
Build a first-class business environment through reform. We will take it as a paramount task to prepare for the national business environment assessment, deepen the reforms designed to delegate powers, improve regulation and provide better services, further promote reforms in construction permission, market supervision, social credit and other fields, and provide more convenient water, electricity, gas, and Internet services. We will implement the policy of slashing taxes and fees and alleviate the burdens on enterprises by 50 billion yuan in 2019. We will arrange industrial support funds of 2.43 billion yuan, an increase of 28.6 percent. We will implement the "100-1,000-10,000" enterprise service action plan. We will select 100 leading enterprises that are major contributors of output value and assign officials to serve them one-on-one. We will continue to optimize the enterprises to which district officials are assigned and the work of "Green Channel" to serve 1,000 enterprises. We will integrate social resources, focus on the needs of enterprises, give play to the role of industry associations and organizations such as those of listed companies and SMEs, organize various enterprise-benefiting events, and serve more than 10,000 SMEs.
Promote the construction of digital government through reform. We will focus on the high concerns, choking points and difficulties reflected by the public and enterprises, and launch the "100-200-300" special services. In 2019, we will make 100 items of government service readily available and achieve a first-time processing rate of not less than 40 percent. We will make 200 items subject to approval processable online without the applicant having to show up and achieve a whole-process online processing rate of no less than 30 percent. We will promote mobile terminal applications and make 300 items of government service for enterprises available at the fingertips. We will set up a special area in the District Administrative Service Hall to provide enterprises with "one-package, one-stop" services. We will combine online appointments with on-site queuing to best meet the needs of different groups of people. We will install self-service terminals in the district and sub-district service halls, and make 115 items of public service available regardless of the sub-district and community where the applicant is. We will experiment with the express approval model and offer special services such as the face-to-face service directly rendered by the government to enterprises, thus saving time, energy and effort for going through all sorts of formalities.
III. Persist in putting quality first and giving priority to performance, and act as the trailblazer in promoting high-quality economic development
Support the private economy in achieving greater success. We will vigorously promote entrepreneurialism. We will make full use of the "four 100-billion-yuan" program of Shenzhen, the "six enterprise-benefiting regulations" of Nanshan and other policies and measures intended to boost the development of private economy. We will work boldly and confidently and invest real money in helping private enterprises grow big and strong. We will give full play to the role of private enterprise development funds and financing guarantee funds, optimize the processes and simplify procedures so that tens of thousands of companies can promptly receive the capitals they need. We will support SMEs in issuing innovation and business venture bonds, green bonds and other bonds for financing to help them overcome the financing difficulties. We will newly establish 80 high-level innovative talent training bases for private enterprises, lower the application threshold for the R&D investment support, and allocate more than 400 million yuan in this respect. We will build a platform for promoting high-quality enterprises and high-quality products and sharing information. The government will make more than 60 percent of its procurement from private SMEs to help the enterprises open up the market.
Consolidate the advantages of advanced manufacturing. We will support technological transformation and equipment renewal in the manufacturing sector, implement incentives and other policies to encourage intelligent manufacturing, and complete an investment of 2 billion yuan in technological transformation. We will cultivate the manufacturers of "new, distinctive, specialized and sophisticated" products, introduce the incentive policy for "single champions" and guide enterprises to dig deep into specific segments of the industrial chain. We will better guide the planning, take actions to strengthen, supplement and extend the industrial chain and facilitate the construction of CIMC Offshore Engineering Holdings, AOTO Intelligent Connected Vehicles and other manufacturing innovation centers. We will apply 5G technology and other new technologies to advance the development of "Internet plus advanced manufacturing" and vigorously develop the industrial Internet. We will constantly improve standards and brand-building, support the enterprises' participation in the formulation of international and domestic standards and encourage more Nanshan-based brands to go global.
Lead the modern service industry. We will expand and strengthen information transmission, software and information technology services, encourage the establishment of scientific research and technical service institutions, and maintain the leading position in the technology service industry. We will accelerate the development of professional services and attract the international high-end brand institutions providing accounting, auditing, law, consulting, human capital and other services. We will cultivate and develop industrial design and architectural design and advance the implementation of projects such as the National Industrial Design and Research Institute. We will support the development of tourism and other traditional business services and vigorously develop new consumer industries such as e-commerce and cross-border e-commerce. We will introduce international high-end modern service resources and select three to five key industrial projects. We will support the development of supply chain enterprises, expand the coverage of export credit insurance, encourage the enterprises in our district to make their presence felt in the countries and regions along the Belt and Road and achieve imports and exports of more than 350 billion yuan.
IV. Persist in innovation as the leading strategy for our district's development, and act as a trailblazer in improving the whole-process innovation ecological chain
Strengthen the research of key and core technologies. We will pursue technological innovation that is based on enterprises, guided by the market and integrates enterprises, universities and research institutes. We will encourage enterprises to undertake national key R&D programs and major scientific and technological projects, and strive to make more breakthroughs in areas such as core chips, medical devices, biomedicine, artificial intelligence, robots and micro-nano materials and devices. We will rely on ARM China to accelerate the construction of the Guangdong-Hong Kong-Macao Greater Bay Area Public Innovative Integrated Circuits Design Platform, and build an integrated circuit industrial chain and an integrated circuit ecological chain. We will promote the clustering of the artificial intelligence industry represented by SenseTime in our district and seize the initiative for future development. We will make concrete efforts to establish Nobel laureate laboratories, encourage enterprises above the designated scale to increase R&D investment and to set up technical centers, and increase more than 50 innovation carriers of various types in 2019.
Build up powerful new drivers. We will seize the historical opportunities brought by a new round of scientific and technological revolution and industrial transformation to vigorously develop strategic emerging industries such as new materials, digital economy and next-generation information technology. We will expand and strengthen various forms of blue economy such as marine electronic information and marine high-end equipment, and compete for the establishment of China Offshore in Nanshan. We will promote the construction of the Military-Civilian Integration Innovation Demonstration Base, and build the Xuefu, iPark, Intelligent City and Intelligent Valley Military-Civilian Integration Industrial Parks. We will help SMEs transform into high-tech enterprises and increase more than 500 national high-tech enterprises. We will vigorously develop "culture plus technology" and "culture multiplied by technology", strengthen brands such as the OCT Creative Park, establish two to three cultural industrial parks, construct a national demonstration base of cultural and technological integration and build a cultural creative industry belt in the Bay Area.
Build a vibrant ecosystem for innovation. We will always consider talents as the most valuable assets and strive to create a favorable atmosphere in which people's talent is recognized, valued, respected, and fully unleashed. We will optimize and upgrade the Vanguard Plan, set up a special committee for securing talents, give full play to the role of academicians and cultivate and introduce high-caliber talents. We will set up a new think tank in Nanshan and assemble top experts and scholars. We will give full play to the Nanshan iPark Shenzhen-Hong Kong Youth Innovation and Business Venture Base and set up a big stage for the youths of the Mainland, Taiwan and Hong Kong to communicate with each other and pursue business. We will accelerate the construction of an investment and financing system for scientific and technological innovation, explore the establishment of an intellectual property investment fund, introduce the patent insurance and promote the intellectual property pledge financing. We will establish a mechanism to promptly grant, determine and protect the intellectual property rights, and build Nanshan into a pioneering district for the most stringent protection of intellectual property.
V. Persist in refined urban construction and management, and act as a trailblazer in improving our district's quality and competitiveness
Endeavor to build an intelligent district. We will comprehensively upgrade our district's data center as well as health, education and sub-district data sub-centers to improve the storage and calculation functions of our district's "brain and heart". We will upgrade the district's optical network from a trunk transmitting capacity of 1,000 Megabytes to above 10 Gigabytes, greatly expanding our district's information transmission "meridian-collateral channels and veins". We will support leading enterprises in initiating the establishment of the Intelligent Nanshan "Joint Laboratory" and launch a new round of free WiFi installment. We will establish a big data analysis and application platform for government services and connect the "data silos" between government departments. We will advance the construction of Smart Policing and improve Smart Command, Smart Investigation and other systems. We will implement the High-tech Walled Village project and install the video access control system for every household in villages in the city. We will promote the applets of Smart Politics & Law, Smart Security, Smart Fire Protection and Smart Urban Management, and speed up the pilot construction of smart parks, communities and villages in the city to make our district smarter and our life better.
Build a first-class new "living room" for our district. We will advance the construction of the Shenzhen Bay Super Headquarters Base, step up work on lowering the Shenzhen Bay Super Headquarters section of Binhai Boulevard, combine ground and underground transportation to improve the traffic conditions, and integrate urban architecture and coastal landscapes to build a top-class urban cluster in the world. We will start the construction of the Shenzhen Bay Plaza and bring natural landscapes to the urban core area. We will meticulously build the Houhai business culture development axis to echo with the cultural facilities in the Shenzhen Bay and bring out the best in each other. We will start the construction of the three-dimensional slow traffic system in the eastern extended section of Shenzhen Bay Street and the Dengliang Road Underpass to increase our district's comprehensive carrying capacity. We will build a 10-kilometer integrated pipeline corridor in Shahe East Area and other areas, and solve the chronic issue of "zipper roads" that are frequently opened for repairing the underground utilities. We will comprehensively develop and utilize the underground space in the Keyuan Boulevard section of Metro Line 13, so as to solve the traffic problem and related problems haunting the Science and Technology Park Area and build Nanshan into a three-dimensional district.
Develop new ways of social governance in communities. We will solve 20 major issues and 3,000 minor issues related to the people's wellbeing. For each community, we will increase the minor-issue funds to two million yuan. We will allocate more resources, services and management to communities and work hard to help the public solve pressing and difficult issues. We will promote the Nanyuan Model featuring "smart policing, convenient services, and prevention and control by the masses" so that it will take root in 101 communities. We will set up special mediation rooms and build a new brand of people's mediation. We will cultivate social organizations in the fields of mental health, legal aid and so forth, and encourage and guide them to participate in social governance. We will complete the construction of the Sunshine 365 Service Platform Phase II and build it into a comprehensive service center for joint-stock cooperative companies. We will operate the Welfare Center Phase II in the public-private partnership (PPP) model, and implement nine major projects such as the elderly canteens and the old-age service infrastructure project to build a multi-level old-age service system. We will improve the public services for women and children and increase 20 maternal and childcare rooms, thus creating a child-friendly district and ensuring children of happy childhoods.
Improve the safe development system. We will forestall and defuse ten major workplace hazards and shore up weak areas in our foundational work and at the community level. We will include all existing unapproved construction projects in our management and complete the construction quality and fire safety inspection and rectification. We will build three professional fire brigades, including a high-rise fire brigade, advance the intelligent transformation of fire hydrants, and set up fire stations in Nanyuan and Songpingshan. We will strengthen food safety supervision and inspection for the canteens at schools and construction sites, make sure that online meal ordering and delivery platforms fulfill their responsibilities, strengthen the whole-process supervision of vaccines and medical devices, and shore up weak areas in the supervision of food and drug safety. We will clarify the responsibilities in handling complaints by letters and visit, with the complaint letter and request handling offices acting as the coordinators, the sub-districts acting as the main positions, and the functional departments responsible for resolving the complaints, and we will also conclude a number of long-pending cases. We will continue the campaign to crack down on organized crime and local mafia, construct a three-dimensional, information-based prevention and control system to ensure social security, and forcefully crack down on e-crime and other illegal activities. We will continue to prevent and diffuse Internet financial risks, and be sure to basically resolve the major problems and diffuse the existing risks in the P2P online lending industry.
VI. Persist in the notion that lucid waters and lush mountains are invaluable assets, and act as a trailblazer in building an ecological civilization
Wage a general offensive against water pollution. We will resolutely implement No. 1 Command of the General River Chief of Guangdong Province and take actions across the board to eliminate illegal construction, obstacles, silts, drifters and pollutants in river and lake basins as well as reservoir areas. In strict compliance with the municipal government's arrangements for the "decisive year of water pollution control", we will complete the fundamental projects for the Tanglang River and other small- and micro-sized water bodies, and completely eliminate the black, malodorous water bodies by the end of 2019. We will advance the construction of the second phase of the Yanqingxi River and the Lishui River dredging project, and accelerate the comprehensive management of the Baimang River, the Makan River and the Dakan River. We will check, repair and supplement the sewage pipe network and collect and treat all waste water. We will launch the "Sword"-series law enforcement actions and thoroughly investigate and rectify the water-related pollution sources, such as auto repair and farmers' markets. We will complete the "rainwater and sewage diversion" transformation for all villages in the city so that no sewage is directly discharged.
Make the skies bluer in Nanshan. We will continue to advance the construction of shore power facilities at the western port and raise the percentage of berthing vessels using low-sulfur fuel to reduce pollutant emissions. We will strictly control dust pollution on construction sites and bare plots, and thoroughly control the emissions of volatile organic compounds. We will focus on addressing cooking fumes and open-air barbecue stalls, and install online fume monitoring devices in all catering enterprises above the designated scale. We will strengthen the monitoring and control of motor vehicle exhaust emissions, inspect no fewer than 8,000 motor vehicles, and set up more than 2,000 electric vehicle charging piles. We will establish an experience center for education on household waste classification, supervise and guide the centralized waste disposal in residential quarters, establish a separating system for nine types of waste, and recycle 30 percent of household waste. We will put the Mawan Urban Energy Ecological Park into operation, adopting flue gas emission standards that are higher than EU standards.
Take strong steps to improve the appearance of our district. We will basically complete the 13.7-kilometer Dasha River Ecological Corridor, which will link up the Xili Lake, the University City, the High-tech Zone and the Shenzhen Bay like a green ribbon or a beautiful necklace. We will accelerate the preliminary work for the renovation of the big and small Nanshan Parks, building them into the highland landscapes in the west of Shenzhen. We will integrate ecological concepts and cultural elements in building the Nanshan Party Building Park and the Xili Ecological Park. We will advance the construction of the Shekou Mountain Park and improve the landscapes surrounding the Tongle section of the Guangzhou-Shenzhen Expressway and other important gateways, so that people can enjoy beautiful views whenever they open the window and visit scenic parks when they step out of the door. We will strengthen the dynamic cleaning of roads, improve the quality of sanitation services, and ensure that the investment can produce results. We will promote the comprehensive management of 32 villages in the city, introduce modern property management, and strive to build the Nanguang Community into a benchmark community in Shenzhen.
VII. Persist in the vision of people-centered development, and act as a trailblazer in developing a new model of social governance based on collaboration, co-governance, and common gains
Win the battle against poverty at one go. We will promote poverty reduction with industrialization so that the poverty reduction results are sustainable. We will ensure that the Nanshan (Lianping) Industrial Park can be fully put into use and build it into a provincial model industrial park for offering assistance to poor areas through pairing programs. We will pursue a rural vitalization strategy, resolutely advance targeted poverty alleviation in 27 poverty-stricken villages in Lianping, and support Lianping in building beautiful rural areas. We will achieve the full coverage of "township-village pairing", join hands with poverty-stricken villages in Tianyang, Debao and help people there cast off poverty and become better off. We will rely on the enterprises involved in agricultural supply chains to improve the production and marketing docking mechanism, and help Baise with brand building and sales promotion for its mangoes, navel oranges, and other agricultural products. We will make solid efforts to establish a cross-regional education alliance with Lianping, Tianyang, and Debao. Through these efforts, we can help them shake off poverty while enabling them to access high-quality education. We will strengthen industrial cooperation and economic and trade exchanges with Ji'an, Kashgar, and Nangang District of Harbin to achieve complementary advantages. We will complete and put into operation the first phase of the Linzhi OCT Auto Camp, thus contributing to stabilizing and consolidating our frontier.
Concentrate on bringing out the full potential of education. We will run schools with a futuristic vision, strive to become a national model district for high-quality and balanced development of compulsory education, and try hard to build all schools in our district into famous schools with their own characteristics. We will complete the construction, renovation and expansion of four public primary and secondary schools, increasing 3,000 desks, and make sure that students in all the new schools can have lunch and lunch break on the campus. We will increase ten inclusive kindergartens and build eight new kindergartens. Among them, there will be six new-style public kindergartens, adding 2,360 desks. We will reform the evaluation of academic quality of primary and secondary schools, regulate off-campus training institutions, and alleviate extracurricular burdens on primary and secondary school students. We will construct the Nanshan Foreign Languages School Shenzhen-Shantou Campus, carry out AI education pilot programs, and vigorously build high-quality senior high schools to cultivate innovative talents for the future. We will implement the Hundred and Thousand Talents Project for talent introduction. We will build a strong team of famous teachers and principals, and for students, we will promote the all-round development of moral, intellectual, physical, aesthetics and labor education. We will use our creativity today to shape talents for tomorrow.
Improve health care by leaps and bounds. We will carry out in-depth cooperation with famous hospitals and medical universities such as Union Hospital at Huazhong University of Science and Technology to achieve leap-frog development in medical technologies. We will put into use the International Treatment Center of Shenzhen Union Hospital, Huazhong University of Science and Technology and build it into a high-level hospital in Guangdong Province. We will accelerate the construction of the Internal Medicine Comprehensive Building of Shekou Hospital, improve the medical infrastructure, and strive to build the hospital into a Free Trade Zone hospital. We will advance the construction of Nanshan Hospital of Traditional Chinese Medicine, and renovate and expand Nanshan Center for Chronic Disease Control. We will integrate the resources of Nanshan Medical Group, and prepare for the establishment of a medical imaging diagnosis center and a pathological diagnosis center in our district to promote mutual recognition of examination results. We will enhance the standardization of community health service centers, and provide traditional Chinese medicine dispensing and delivery services to improve the quality of community health services. We will implement the Healthy Nanshan Action Plan, optimize the chronic disease management system, and improve the major disease prevention and control system to build a healthy Nanshan.
Instill fresh vitality into the development of culture and sports. We will do a good job of hosting the WTA Finals, the Shenzhen leg of FIBA Basketball World Cup, and the U15 Asian Junior Baseball Championship. We will strengthen our ability to host major international events and strive to become a pioneering cultural zone in the Guangdong-Hong Kong-Macao Greater Bay Area. We will further enhance the influence of the Finals of the Cross-Strait Student Baseball League, the Nanshan Pop Music Festival, and other brand events. We will hold 10 Nanshan Cup events, covering football, basketball, badminton, etc. In each of these events, there will be more than 100 games, treating the public to a grand cultural and sports feast. We will complete the Nanshan District Cultural Center and speed up the construction of the Dasha River Cultural and Sports Center, the Yuehai Cultural and Sports Center, and the Shekou Cultural and Sports Park. We will intensify support for literary creation and produce a number of fine high-quality literary and artistic works. We will highlight the historical and cultural connotations and retain the memories of our hometown, take critical steps in the protection and utilization of the Nantou Ancient City, build the Chiwan MSR Cultural Heritage Circle, and carry forward the cultural heritage that has been passed down over more than a thousand years.
VIII. Persist in strengthening Party leadership and Party building, and act as a trailblazer in improving government's functions
Take a clearer political stand in serving the overall interests. We will persist in using Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to equip ourselves consciously and guide our practice, and make sure the guiding principles of General Secretary Xi Jinping's important speeches for Guangdong and his important instructions for Shenzhen will take root in Nanshan and bear fruitful results. We will purposefully heighten our political vision, proactively serve national strategies, fully implement the decisions and arrangements of the central, provincial, municipal and district Party committees, and strive to made new advances in the development of various undertakings.
Pool the positive energy for leapfrog development whilst exercising governance in line with law. We will advance the work on building a government based on the rule of law, willingly accept the legal supervision and work supervision of the District People's Congress and its Standing Committee, as well as the democratic supervision of the District Political Consultative Conference, resolutely implement the resolutions and decisions of the District People's Congress and its Standing Committee, improve the quality of handling the suggestions and proposals, and report to the District People's Congress and notify the District Political Consultative Conference on major issues. For hotspot issues involving people's wellbeing, we will give play to the role of deputies and committee members, and conduct public opinion polls, communication and coordination to jointly run the affairs of Nanshan well.
Boost the morale to conduct our work whilst overcoming difficulties. We will temper our government team in urgent, difficult, and hazardous tasks, brace the storm and explore the new world, and master a set of genuine abilities and skills. We will optimize performance appraisal, strengthen inspection and supervision, give differentiated treatment to officials according to their performance, and encourage everyone to take responsibility and fulfill their duties. We must accomplish our jobs earnestly, do our work effectively, and resolutely shoulder our due responsibilities to deliver the glorious performance that belongs to the new era.
Create a clean and upright political ecosystem whilst abiding by rules and regulations. We will see that government officials at all levels assume full responsibility for improving Party conduct and government integrity, and put into action the guiding principles of the central Party leadership's eight-point decision on improving conduct and staying engaged with the people and its detailed rules for implementation. We will step up institution building and strengthen supervision over key links and key areas such as project approval, project construction, government procurement, state-owned assets and enterprises, education and health, and joint-stock cooperative companies, and exercise power within the cage of regulations. We must raise the awareness of the need to tighten our belts, strengthen auditing oversight, and make good use of every penny of taxpayers.
Fellow Deputies! The wind is rising and the tide is surging in the bay area. Forty years ago, with a blast in Shekou, the curtain of China's reform and opening up was raised. Today, the Guangdong-Hong Kong-Macao Greater Bay Area has emerged at the call of this era, and the great changes of the times are once again stirring the estuary of the Pearl River. We will act in response to the situation and build on our past achievements. With rock-solid confidence and indomitable perseverance, we will lose no time in progressing. We will stand at the head of tide and strive to act as a trailblazer in the reform and opening up of the new era. We will endeavor to work greater miracles that will impress the world!
